Answer Confidence
Verified Answer, Known Unavailable, and Insufficient Information — how a Watcher decides.
A Watcher's answer to a question falls into one of three states, depending on what its Project Knowledge actually supports.
Verified Answer — the Watcher has sufficient approved knowledge to answer directly. It answers normally, grounded in what's actually been provided.
Known Unavailable — the Project Knowledge explicitly says something hasn't been announced, confirmed, or decided yet. The Watcher states that honestly rather than treating it as a gap to escalate. Example: "The team hasn't announced a distribution date yet."
Insufficient Information — the Watcher can't find enough verified information to answer reliably, and the question genuinely needs project-specific facts (not something answerable generally or socially). It does not guess. If a private Escalation Group is configured for the Project, it forwards the question instead — see "Smart Escalation." Example: "I don't have a verified answer for that yet, so I've forwarded the question to the team rather than guessing."
Without a configured Escalation Group, Insufficient Information is handled the same honest way, just without the forward — the Watcher says it doesn't have that information rather than inventing one.
